Program Controls

Overview

Program Controls is the "oil" that keeps all projects moving through the Factory Floor. We do so by informing and controlling the flow of available bond funds to support each and every project. Program Controls is committed to making immediately available accurate, real-time budgets as well as strict cost control data.

Recent organizational realignments have brought an even stronger focus on cost controls with the migration of the Program Management team under Program Controls. Financial transparency and reporting on a programmatic level (e.g. Small Learning Communities, Core Facilities, State Match Effort, and Major Repairs) across and within bond programs will be emphasized and managed to provide ease of reporting at the general bond program level. Additionally, the program management team's oversight on schedule, scope, and quality issues will provide early indications on budget requirements. Program Controls is active in all activities across the Factory Floor. We have a significant presence at the Acquisitions Strategy Board, where funding issues arise in the course of project management, e.g., submitted bids that are higher than the bid estimates, or where the scoping of a project requires modification and thus, may cost more than originally budgeted. We are an integral part of management.s weekly Goal meetings where targeted projects throughput is the focus.

In particular, Program Controls has been instrumental in migrating Existing Facilities. computer systems to the new AWMS (Maximo) system, paving the way for a one-stop system where all systems are integrated into a one-source database. This new capability has allowed the following streamlining and efficiencies to occur:

  • Ease of match reporting data
  • Ease in tracking project scopes and costs in phases to facilitate
  • coordination with the Scheduling function
  • Elimination of delays to adjust funding within a phase
  • Ease in linking multiple projects for execution and reporting during the bid process
  • Ready identification of multiple sources of funding within a project
  • Facilitated budget adjustments at the project level
  • Greater ease in balancing and reconciling programs
  • By providing current funding data, we ensure that the bond modernization
  • program overall continues to be managed within standard accounting measures
  • and remain appropriately constrained by the Board-approved budget.
